Practical min+7, I think. Loses 2 latency to vitae waiting on the conduit, and 5 cycles to being 19R instead of 18R. My first solve was 21R, then I finangled an extra movement on the silver to shave 2 period off the limiting arm 14. 

Conduit throughput limits to input every 3 on whichever atom needs to use both conduits. As such, I believe theoretical min cycles is 120C at N=36*3 + L=11 + 1. (Debond, Calcify/Project, Anime/Purify (x3), Conduit twice (x6), Bond) 

However in practice, I'm reasonably sure that you need at least 3 actions to take the final vitae/silver to the final bond. This puts practical min and thus my target at 122C. This is pretty easily achievable with this layout if vitae is a corner atom on the output instead of a middle atom. Alas.
